William R. Fleming was raised in Michigan City, Indiana and graduated in 1959 from Western Michigan University. He worked as an attorney for the Chicago, Rock Island and Pacific Railroad in the 1960's, subsequently living in Boise, Idaho and Seattle, Washington. He was an enthusiastic railroad photographer.
